About this cartoon: Governor Schwarzenegger scored a big political victory in the passage of two ballot measures he'd pushed hard for to "bail out" California from its deficit. The reality was less enchanting: like most budget plans, it deferred a lot of payments from the present to the future, meaning more balanced books now and more debt later.
