About this cartoon: Proposition 25's primary goal was to break the two-thirds supermajority required to pass annual budgets. True, it was sponsored by union interests, but the ability of minority Republicans to hold the budget hostage and extract major porky concessions, the inability of either side to compromise even if it caused economic harm, and the ever-late budgets that devastated state services and workers had become intolerable.
