About this cartoon: George W. Bush and Vice President Dick Cheney have had an ongoing habit of redefining laws Congress has passed or ignoring laws not to their liking, the former through his notorious "signing documents" that acknowledge laws before ignoring unwanted aspects, and the latter by shrugging off executive branch oversight required by law on the grounds that it doesn't apply to him. The Bush-Cheney reign of disdain for the law bears a strong resemblance to the "imperial presidency" of Richard Nixon -- Bush's main rival for "worst president ever."
