About this cartoon: George W. Bush's choice for ambassador to the United Nations, John Bolton, was seen as a temper-tantrum bullying hothead; little wonder that this choice for a sensitive diplomatic post was not met with great enthusiasm by Congress. However, Congress does like to take vacations, and Bush was able to slip his man in through the loophole of a recess appointment.
