About this cartoon: Democrat Bill Clinton was up against a strong Republican opposition under Newt Gingrich, and found himself compliantly going along with a lot of what the GOP wanted, such as taking welfare recipients off the rolls and pushing them into "workfare". The lack of training and jobs was often overlooked in the rush to trim the welfare rolls.
