About this cartoon: New reports have been pouring out about substandard care for veterans at places such as Walter Reed hospital, but that is only part of the problem. The percentage of soldiers who survive their wounds is at an all-time high, and the number of veterans needing care is well beyond the current facilities' capacity. The federal budget -- whether you believe veterans' funding has increased or has been cut back -- is not keeping pace with this influx in any event.
