Title: Gut-and-amend
Published: The Sacramento Bee
Date: Aug. 22, 2012
About this cartoon: One of the most notorious practices of the state legislature is the "gut-and-amend" process, done at the very end of a legislative session. A bill is introduced and passed, then the original language and intent is gutted and replaced wholesale with entirely unrelated legislation.
