About this cartoon: While every state is suffering from the economic downturn, California -- the biggest -- faces the biggest shortfall by far, perhaps a $35 million deficit. The state government is scrambling to come up with new revenue, so I decided to offer my own proven source.
Noteworthy: This cartoon somewhat echoes(but is not a repeat of) one I did in the early 1980s when the state was going through another shortfall.
