About this cartoon: The 1978 property tax initiative, Proposition 13, was having its effects felt in the courts, the legislature and local finances and causing much agonizing.
Noteworthy: Using the exasperating puzzle "Rubic's Cube" as the visual symbol here seemed to fit perfectly.
