About this cartoon: Two competing ballot measurse, Prop. 30 and Prop. 38, would bring in money to help California's beleagured economy by raising taxes on the wealthiest citizens. Prop. 30 is a more moderate measure, supported by the governor, who argues this is necessary to prevent drastic, catastrophic cuts elsewhere, while Prop. 38 is a one-woman effort by Molly Munger to hit the rich harder. Gov. Brown fears that the presence of both measures to increase taxes could very well result in both being rejected by voters.
