About this cartoon: Proposition 16, the so-called "Taxpayers' Right to Vote Act" should really have been called the "Pacific Gas & Electric Right to Wipe Out Municipal Competition Act"... it's one of the most blatantly self-serving corporate-written ballot propositions in history.
