About this cartoon: Charles Quackenbush, the state's first elected (vs. appointed) Insurance Commissioner, was long thought to have been a lackey of the insurance industry. His career was collapsing as this cartoon was being published, as he was found to have coerced insurers to pay into a slush fund-- supposedly for victims of the Northridge Quake-- used to benefit Quackenbush himself (as well as his family); he soon resigned in disgrace.
Noteworthy: Drawn without a place to be published (offered to my then-employer, the San Francisco Chronicle, which refused to run my cartoons). California Journal fortunately decided to use it, before soon deciding to discontinue the use of cartoons in the magazine.
