About this cartoon: Following the passge of the high-speed "bullet train" project, Gov. Jerry Brown pushed for his other big "legacy" item, the building of tunnels around the Sacramento-San Joaquin Delta to (ideally) protect delta fish while delivering water to central and southern California.
