About this cartoon: As the second Gulf War began, a rider to allow oil drilling in Alaska's Arctic National Wildlife Refuge was sneaked into a budget bill. Amazingly, the Republican-controlled Senate narrowly (52-48) voted it down, preserving a wilderness that would have been despoiled for relatively small amounts of oil.
Noteworthy: Drawn in haste... would've liked to have drawn the scenery better.
