About this cartoon: The Bush Administration plans rollbacks in the enforcement of air quality standards, the biggest non-surprise story of the year.
Noteworthy: This took a few tries... at first, I was going to have smoke from the factory obscure certain letters of the "air quality enforcing" sign, but knocking them down works vastly better.
