About this cartoon: Treaties to ban all nuclear tests on earth were suddenly in place, although countries such as India and Pakistan would later violate these.
Noteworthy: This story was not played as prominently or given the editorial page space I thought it deserved, so I drew this cartoon to call attention to this piece of good news.
