About this cartoon: President Bush tries to bolster support
for his "surge" of 21,00 more troops to Iraq, but it's really more of
a "fait accompli"... The troops were deployed already, so that an angry
Congress wouldn't be in a position to block their going (since they'd
already gone). Bush may invite a healthy "debate" with him on the move,
but it's really more like talking to a brick wall.
