About this cartoon: The conservative Republicans in congress were highly opposed to funding for the National Endowment for the Arts, believing it to promote obscene art at public expense, based on a few highly-publicized pieces of art deemed offensive.
Noteworthy: The paintings on the wall are sort of generic, though Jackson Pollack and Frank Stella do come to mind in panels 2 and 3.
