About this cartoon: Bill Clinton was in very hot water over fooling around sexually with a White House intern and then lying about it, which he tried to fudge in hair-splitting definitions of words ("It depends on what your definition of "is" is."). Prosecutor Kenneth Starr was all over Clinton, humiliating him publicly and pressing for an incriminating confession.
