Outside the box Published: Ventura County Star Date: Aug. 14, 2002 About this cartoon: A (possibly) well-intentioned notion in the 1970s was to de-institutionalize the mentally ill being kept locked up in treatment centers. The result of this, however, was to send a great many people onto the streets, unable to care for themselves or to be given needed treatment. One need only look at urban cores such as in San Francisco to see the effects of thousands of people panhandling, sleeping in doorways and so on. Noteworthy: The best cartoon on this topic was by Tony Auth in Philadelphia, but this cartoon tries to make the same observations. |
